Default Federal inmates non US citizens

Is true that if you are an inmate in federal prison but you are not a US citizen you don't get to participate in any programs to cut off your time?
Just spoke to a friend of mine and he was told that there wount be any programs available for him.

The only program to reduce prison time (unless and until some are added for the first step act?) is the residential drug abuse program. I wouldn't be surprised if non citizens are not allowed to benefit from it, but I don't know for sure. Even before the current "war on immigrants", the bop almost always transferred released prisoners to ICE for deportation.

To participate in RDAP, you have to be eligible to spend a mandatory 6 months in a halfway house. Foreigners who will be deported are not allowed in halfway houses. And as these new First Step programs come about, they also reduce time incarcerated, not reduce the sentence. So they won't be allowed to participate in those either. I'm not sure if they can get a GED, if they need to.

It is mad that they take you away from your home country, lock you up and you can't even participate in any programs and also they probably wount let him serve his sentence in his home country via transfer treaty.
