So none of the inmates are eating? And Aramark wants to only serve sack, three times a day/ 7 days a week? Are they on lock down? If they are then that's the reason for all sacks all the time.
The inmates were just eating their commissary. No they're not on lockdown. And they were only getting feed twice a day instead of 3x. The prison was trying to enforce this so it has been going on for weeks, so the inmates took strike.

Aramark is under contractual obligation to provide a certain amount of calories a day. 2 sacks a day would not meet those qualifications. If what you are saying is true, you should report it to the DOC. They do regular inspections to assure Aramark is doing what it should be and would want to know.
On a side note, the term "hunger strike" conveys the impression that someone is not eating at all. Not that they choose to eat something else. At least to me.
