Question:Need help writing a letter of recommendation for a loved ones yearly review

I need help writing a letter of recommendation to James' classification officer. James first yearly review is coming up real soon,like this month. He thinks if I write and ask his classification officer to consider giving him a transfer closer to home and the reasons as to why it will help in his review. He wants me to state that although he did recieve a DR and was put in solitary confinement for 30 days that that was the only time he got in trouble. I am terrible at writing any kind of letter so i need help! Please???? Yvonne

Is this more of a character letter of reference? What kind of person he was and how he has changed. I can help write the letter, but I need more information.
