Default NERA convicts no longer eligible for minimum status in New Jersey?

Did anyone hear that NERA inmates are no longer eligible for minimum status, farms, or halfway house???
Hubby said it was passed in August (which might explain why they kept denying him minimum status).

So far this bill is still pending and has not been amended. For now persons with a NERA sentence are eligible for farm and halfway houses.

State Sen. Jeff Van Drew is calling for the bill to be amended
Sponsored by Assemblyman Matt Milam
Their proposed amendment to the No Early Release Act spells out in "plain words" that 85 percent of the offender's sentence must be served "behind bars,"

We think that they have been denying full minimum since this bill was introduced waiting for it to pass. My husband has the points necessary (-2), no prior incarcerations, no infractions, half time served, works, goes to programs, and they have denied him twice. Two other inmates he's spoken to have had the same issue. This is totally messed up!!
