Default Governor's 2017/2018 Budget

Initiate Justice FB post re: Governor's 2017/2018 Budget. Looks like they increased the number of inmates that'll be released for this fiscal year by 650+ inmates. I believe the initial forecast was 2000.


The 2017-2018 State Budget, passed by the Legislature and signed by Gov. Brown, was posted online today. There are no changes to Prop 57 implementation policy, but there are updated savings estimates as well as an estimate of how many people will be released under the proposition:
"The Budget estimates that Proposition 57 will result in a population reduction of 2,675 adult inmates in 2017-18, growing to an inmate reduction of approximately 11,500
in 2020-21. These figures are preliminary and subject to considerable uncertainty.
The anticipated inmate reduction will allow the Department to remove all inmates from one of two remaining out-of-state facilities in 2017-18, and begin removing inmates from
the second facility as early as January 2018.
Overall, the Budget estimates that Proposition 57 will result in net savings of $38.8 million in 2017-18, growing to net savings of approximately $186 million in 2020-21."
We are still waiting for draft Prop 57 Regular Regulations to be released. The fight continues!

So is this saying the inmates that's out of state will return?

Part of the overhaul/Prop 57 is to bring back out of state inmates. There have been a few mentions of timelines-- to be honest I've read so many documents the last six months I forget where, but if I find it I'll edit the post to include one. I want to say they had a goal of all out of states back in Cali by 2021. Don't quote me on it, but it was a short time...not longer than that.

Thank you for posting that. Our state sure knows how to spend the bucks.

I'd heard CDCR budget was expected to grow from $10.5 Billion last year to $11.1 Billion this year. This shows CDCR budget at $11.4 Billion. Almost $300 Million additional from special funds.

It would be nice if reform like prop 57 resulted in meaningful change relative to what these guys spend. I doubt it. 4 or 5 years back CDCR budget was around $9 Billion and prison population was around 160,000. Promises made of Billions of $ savings due to re-alignment etc. Now population is around 125,000 yet spending grown to $11.4 Billion. What happened to all those savings?

These projected savings of $100 to $200 Billion - projected to appear 4 years from now. We aren't likely to win arguments for reform based on savings even though they should happen. CDCR will keep spending more. Savings are tiny relative to the huge budget growth and get lost in all that.

It's too bad, because if reforms did result in noticeable change to CDCR budget it sure would help.
