Default Sentencing laws change

This was part of a letter my friend sent me. Does anyone know anything about this.

I'm hearing they are changing the sentencing law and making it possible for people with flat bids go to a parole board like myself with the possibly of an early release. Your mission if you chose to accept it is the find out if this is indeed true. It's a bill that legislators are passing with the approval of the governor. It's said to be signed and will go into effect September 1st. It's some kinda sentence reform act or something.

If you want to keep up with committee meetings, if they ever have them again, go to this website.
