Default White film on top of soil in potted plant

I have a poinsettia that I've had for about 3 years now. Lately it's been get a white film on top of the soil in the pot and I'm afraid it might be attracting gnats.

Any suggestions on what to use to treat it?

Is this white film mold or salt/kalcium? If it's mold, you need to change a new soil. After three years it might be a good idea anyway.

It is probably salt build up. I get it too on some of my plants.
maybe could use a bit more sun and less water?
Air circulation could also contribute to this.

Repotting might solve the issue for a bit, but it may return.
Is everything else ok with the plant? wilting? burned leaves, scraggly growth?

I only use rain or RO water. That keeps the scale you see on pots away, the white layer off the top of the soul and the tips of leaves from turning brown.

It eventually died once I changed jobs and the light it was getting in the building changed. I got a different kind if plant now that I only have to water about evert 3 weeks. I can't remember what it's called.
