Exclamation Isf and delays in transfers because of coronavirus

Hello! I am hoping someone can help me and/ or going through a similar situation.
My husband got a parole violation a misdemeanor offense and on april 10 they voted ISF. That was the stamp date. Here it is 95 days later and he's still in County. The jail is on lockdown because of the virus and they aren't doing chain at all. I know they started it up here in Texas on July 1st. My question is does he have to wait who knows how long till he can be transferred or is there a certain amount of days that they can hold him in county? This is ridiculous. He would be home or fixing to be by now if it was not for this virus. Does anyone have any info? I can't get answers anywhere. His PO doesn't even know. Does the time start from his stamp date or not? I keep hearing different. Is anyone else in this situation?

A lot of stuff happening in TDCJ just now because of the virus and much of it is unpredictable. Normally, ISF time doesn't begin until you get there. Under these circumstances though....it may be no one knows from one day to the next. I always thought that here in Texas once you got sentenced in the county jail, TDCJ had 120 days to come get you. At the same time, we're in the new era of COVID protocol and the real truth is that appears to be an ever changing thing from one day to the next.
