My finance was sentenced to 12 month deferment for absconding from an SAP program. Not once but twice. He waived his right to a preliminary hearing. He never went before the Parole Board. They sent him a letter in jail telling him he was deferred for 12 months and must complete the SAP. Again. He is sitting in Rowan County Detention Center awaiting transfer to Roeder for classification. Transfers are on hold indefinitely. So what happens if he doesn't complete the SAP in time due to the halt on transfers?

If he absconded from the program twice, he hasn't completed it. He was given a 12 month deferment to complete it this time. If he hasn't completed it in the 12 months or is in the program but not yet finished (whether the halt is still in place or not), they will defer him longer until it is completed. How much time does he have left altogether until his sentence is served out?
Oh and he won't get any credit for the time he was absconding.

I wish I could answer your questions with certainty, but I can't. When he sees the Board again in 12 months, they could parole him with the stipulation that he complete SAP out here. Or they could defer him another year (or more) to complete SAP inside. I highly doubt that they'll rescind the order for him to complete SAP.

He completed it 2 weeks before he was paroled. I have the letter and paperwork. He got out around Thanksgiving. Came to Ohio and we met 12-10-18. In May 2019 he had a dirty urine. He never requested a transfer to Ohio so they said SAP. First place was CTS Russell. He walked out. Turned himself in and walked away the second time. (Asshole. Geez) His goodtime date is now 6/5/24. His deferment is until 5/21/21. I have a feeling though they will defer him again.
