Chances of Jpay in WV prisons in the future?

Hi I write too an inmate at Lakin Correctional & currently jpay isn't an option, so I send letters via inmate aid as is still easier/quicker.
But when asked about the liklihood off Jpay being available soon (WV seems too be one off the few states where jpay isn't available in prisons). Jpay stated that it's up too WV DOC as too whether they start too allow this. And all I could find from WV DOC is that jpay is possibly available in some WV jails, but not prisons.
Wondering if anyone knows if there's much chance off Jpay becoming available in WV prisons, as seems too be one off the few states where e message isn't available to state prison.
