Unhappy Being held over classification time

My husband is currently in IA Medical & Classification Center & has been there for over 60 days (while others have been classified & transferred in less than 2 weeks) & he also already been told he is going to a minimum prison as well as his point rating (9) & then was told they are waiting on approval to transfer him. Which was over 2 weeks ago. Why would this be taking so long? Or any idea what is going on? His counselor won't answer his notes & no one knows what's going there. He isn't even in GP yet, just sitting in classification like they forgot about him or something. Any help would be appreciated. This is his 1st time serving and me & kids just want to see him.

Some inmates are transferred from the Classification facility sooner than others; some are transferred later. The "60 Days" timeline isn't written in stone. Often they're waiting for a bed at the appropriate security level to open up. Or they could be waiting for a spot in a particular program to become available.
