Is the person on parole? That's going to be the deciding factor-- their travel restrictions as laid out by the PO. Typically travel isn't prohibited by monies owed provided you're actively paying on them. But, if they are on parole, there is a general timeline of 60/90 days before they can leave their city or county of parole. It's all really up to PO.

agree with miamac on this.
If they are still on parole/probation, they need to check in with their supervising agent.
IF not they should be able to travel, but I would also double check with whatever state they want to travel to in case there is some duty to notify someone they are a felon and are in the state.
