Default Senate Bill? When Will he get home???

Hi... My husband has qualified for the Senate Bill, (90 day early release), and he should be released on Monday, but we have been waiting on the Home Inspection. I have been in contact w/ his CO who kept telling me there was still time. Well, now it is Wednesday and my husband just called me and his CO was not available to talk to him but another officer looked him up and it says "locked" for status. What does this mean? The officer said he had never seen it before, and I don't know who else to call and ask. We are just heartbroken he will not be home in time for our sons birthday... Any advice?
