I'm not sure what you mean by "contracted phone". Do you mean a phone contract (as opposed to a 'pay as you go' phone)? Or do you mean a phone number that is on file with FLDOC?
I'm pretty sure 'pay as you go' phones are fine, as they track the phone number, not the physical phone - otherwise, people could never change carriers or buy new phones if their old ones break.

Its my understanding that FDOC requires a copy of the phone bill during the verification process. The name submitted must match the name on the phone bill.

Might not hurt to call and find out if the bill is necessary to get approved. Some states require it, I'm not certain about FL.
The states that require a bill with your name/address on it are still living in the dark ages of land lines - thinking that everyone *gets* a bill for their phone.
