He is currently in jail, waiting for his parole to be up, hopefully next month. Can the Parole Board take away earned time once it's been rewarded? He is charged with a DUI, but hasn't plead to it yet.

I'm unclear on some of your post. Are you thinking that he will get out of jail once his parole is up?

yes, they can take away the last 30 days of earned time because it is given to him up-front when he went on parole. if he's on discretionary parole, then they can revoke him and he'll spend the rest of his parole period in prison. if he's on his MRD they will probably extend out his parole the previously mentioned 30 days.
but, this might be a moot point if he has been charged with a DUI.
has his PO filed a parole complaint?
he will have a parole hold and the new charge will ensure that he is not released from custody.
so, you won't be able to bail him out on the new charge until the parole hold is lifted.
