For Interstate Compact, the inmate needs to be only close enough to paroling for the process to be completed by their release date, without looking it up: 2 - 4+ months, approximately.
What you're wanting to do is swap....it would have to be one for one as I understand it. I would think its very difficult to get done. Not impossible, but difficult. Have your loved one speak to his case worker / counselor.

It can be done let me give you a couple of links that you can review that may help you, Navigating the Compact ICAOS Rules
The inmate must apply for the Interstate Compact.( Through their counselor or whoever handles this at the institution) It is best to start early with the application process 120 days before release The Rules section should answer most of your questions
I don't know about AZ. here in California before you can apply to transfer out . All restitution must be paid in full
