So far as I know, it is. But it works like this:

The inmate doesn't BUY the Xbox, it's rented with a monthly charge. The games are purchased, but since it's an incentive item, if the inmate gets into any kind of trouble, the rental unit can be taken away from them and they can't use it until they get their incentive time back again. But they still own the games (which they can't use).

Since they don't own it, they can't take it with them when they leave.

I only heard of one inmate actually taking advantage of this "opportunity" as most inmates viewed it as a total rip-off. At least when they buy a TV, they can take it home with them upon release.

And there's no internet access, so updates/patches etc., are not easily available or even known about.

I don't know of any policy - it would be an incentive item, so would most likely be covered under that policy.

Here's an article from 2014 that I found, written not too long after they started renting them: http://koin.com/2014/11/06/video-gam...-for-the-cons/

OSCI also has XBoxes, and Snake does too. The folks I know inside say it's a waste of money, but obviously a few people think it's worth it, or they wouldn't be selling them still.

A tad off topic, but on topic for electronics - I wish they'd get the guys eReaders. I know they did a trial run in Eastern Oregon, and it didn't quite work as intended, but haven't heard anything about it since then. All the guys I know would love to have an eReader far more than an Xbox.

My husband is at OSP and is in honors housing and there is an XBOX in the Unit that people can sign up to play, but I've never heard of people being able to buy their own. It's used as an incentive for people to stay out of trouble, if they get to a level 3 after so many months they can try to get into honors housing, but there is a waiting list I think. It could take years to get into honors. But when you do you have to have a job, they aren't locked up and can be out of their cells most of the time, they have phones in the unit so they don't have to wait to go to the yard and stand in the rain to call someone, there's a microwave, and an XBOX.

S&F1403, they used to allow inmates to rent XBoxes. They had to buy the games, but they paid a monthly rental on the XBox (so if they released, they couldn't take it with them). I don't personally know anyone who tried it out, though my Dad knew one guy who rented one and spent all his time playing games. They couldn't hook up to the internet though, which made things irksome if you're used to playing a regular internet-connected XBox.
