Default RDAP Eligibility (including past home detention)

I apologize if this question has been asked before, but I haven't come across another exactly like mine.

My brother is currently serving 63 months for a drug crime. Here is the breakdown of his case;

June 04 - arrested and detained (using drugs up to his arrest)
Dec 04 - released on bail and placed on home detention (clean time)
Sep 05 - released from home detention (clean time)
June 06 - sentenced

I understand there is a 12 month sobriety "rule" for RDAP eligibility. If you are sober for 12 months or longer while on the streets, you "could" be ineligible. Does his home detention period count as street time? Or does his street time begin at the end of his home detention time?

Any info would be extremely helpful. Thank you.

If he has been on any sort of supervision from dec 04, and he never had a dirty UA or reported alcohol use from that time, he will be considered sober since 04. He should still try for RDAP anyway.

Especially try for RDAP if he's been in any sort of drug treatment and has records to that effect - especially a diagnosis of addiction.
