Default What happens if they can't deport him after 6 months of detention?

He was ordered by the Judge to be deported in June.
His home country received request from ICE to deport him back to his home country (in Southeast Asia) in July.
ICE told him today that if the country does not reply by December his case, he'll need to contact ICE office in Washington, DC. He's being held in a Southern State right now.

Now I've done some research and know that after 6 months of trying to deport a person and if it's not foreseable that person will be able to be deported in the near future that person might be released. I know I might need to file a hebeas corpus after 6 months in detention.
Does anyone have any information exactly what I need to do and when I should start? Do I need a lawyer to file a hebeas corpus or can I file one on his behalf and where do I file it? The state that he's in or with Washington, D.C. if that's where his files will be.

Will ICE be "nice" and release him without me filing such paperwork when the 6 months is up?

Any info will be greatly appreciated. Thanks!

I thought that once the deportation order was issused that Ice has like 90 days to deport the inmate. Any one else heard of this?
