You can't get in because you are not yet eligible. In order to use the chat room, you must have at least 25 post AND you need to have been a member for 2 weeks or more. Sometimes the system takes a few hours to recognize that you've become eligible for the chat room, so please be patient. There are some exceptions to this rule, and you can read the complete Chat Policy by Clicking Here

In the meanwhile, there are thousands of discussions you can participate in on the boards, which are the heart of PTO- The chat room is really just icing on the cake.
If you scroll down the Forum Index, you'll surely find a forum that is relevant to your interests and concerns. Click on the forum title to enter the forum , then click on a thread title to read that thread. Reply by either typing your reply into the "Quick Reply" box at the bottom of the thread or by clicking on the "Post Reply" button just above the "Quick Reply" box, then click "Post Reply" when you've finished typing.
To create a new thread, look at the top of the thread list in any forum for a button marked "New Thread", click on that and it will open a window where you can give your thread a title and type up what you want to say or ask. When you are done, click near the bottom where it says "Submit New Thread" and your thread will be posted.
If you ever have trouble finding a post you made, go to the bottom of the main index, find your name in the list of members online, and click on your name. This will take you to your profile. Then choose "Find all posts by____" and you'll get a list of all of your posts/threads.

You only reached 25 posts today and the system can take 24 hours to recognize that you've become eligible, so just keep trying over the next day or two.... and be sure to log out and log back in.

I'm afraid I don't quite follow your question, but I'll give it a go-
If you're asking about the site as a whole- "The purpose of the Prison Talk Online community is Prisoner & Family Support, Information and Assistance."
That sentence is straight from our Community Purpose statement.
We provide a source of information and support to those whose lives are somehow touched by the prison system.

If, on the other hand, you're asking about this "chat room" blather- Please read through the posts before yours to find out how to get started here at PTO and what the requirements are for using the chat room.

I hope this is a post. I was incarcerated and now out on probation. I hope to recieve support and answers on questions, and any issues I do not know the answer to. Hello to all the people I met in Philly during my incarceration. I hope you are all doing well, off probation, and living a good life.

PTO is not about chat rooms, but about the forums, readily information 24/7, and support you find in the forums.

The chat room, Arcade, etc. are just "fluff" features here for added benefit.

One of the main reasons the limitations were set into place is for all members protection. We had spammers, coming into the chat room, as well as people who were here to attack you because of your loved one being incarcerated. Now they have 2 weeks and 25 post before they can get into it. This helps because if someone is here to spam or attack they will show themselves before the time frame passes.

It does not take very long to get 25 post, with so many forums on PTO it is very easy!!

I was a PTO member back when anyone could join and come into the chat room, we were constantly being attacked by new members who were not here for supportive reasons, and had spam like crazy!

Be patient and you will be joining in on chat soon!

The wording of the post you quoted may have been a little "direct", but the message was accurate- the chat room is just "fluff" and probably the least useful place in all of PTO for getting information or for connecting with other people.

Could your Java be out of date??
Are you behind a firewall?
Are you running Vista edition Windows?
Those are some of the commonest reasons for people being unable to use the chat when they could before.
