Question Offender case plan

My husband was given papers saying he has to attend two classes, and go into a in home for 6 months. Which he has to start on January 14, 2009. His counselor don't understand what the papers are asking him to do. I was told he can decline these services if he has a good excuse and it won't affect him in anyway as long they see him doing good.. Which he does have a good excuse, he has a good job opening waiting for him in December.

Now my questions are:
  • Can he really decline?
  • And does the start date (January 14, 2009) have anything to do with his release date? I was told he would be out at the end of November.
  • Now I told him to decline and accept one of the classes, do you think I did good by telling him this? He has to see parole on the 14 of October.
