Need info about Peoria County Jail

Hello,
I'm looking for information on Peoria County Jail. I know that this site is for prisons, but Peoria's site is lacking. It doesn't sound like they're allowed to have much of anything. I'm pretty ignorant about the jail/prison system, but I'm trying to learn of a friend of mine that's in there. Specifically, I'm wondering about their commissary (sp?) and what sort of things they're allowed. Basically, it sounds like I can only send him letters, cards and pictures....not even any books or stamps, but I can send him money for the commissary. It sounded like they only had staples in there, while many of the other prisons seem to have much more. Does anyone have any experience with Peoria, IL jail? I'm also wondering if they allow them any sort of couseling or ministry. He just lost his brother. Thanks so much.
