Default Housing for parolee, have questions

Good morning, I'm writing to try and help a good friend of my boyfriend who is a California inmate serving his sentence in Colorado.

He went in front of the board in Colorado and has been approved. His case has now been sent to the board in California and thus let the problems begin...

He has a rock solid parole plan for Colorado, however, California is requiring him to put together a plan for California and the kicker is he has until next Wednesday (9/9) to do so. He has NO family or friends in California and we have no idea what resources may be available in the San Diego area or anywhere in California that could help him throw something together.

I would deeply appreciate if any of you wonderful gals and guys in California may be able to offer us some information on resources available in your state.

did he apply to have his parole transferred to Colorado? If he has no plan for California, then he has no plan...he can indicate that he will be homeless, that is what my son did for his California parole plans.

He was basically told that if he didn't have a plan for housing that the CA board would flat out deny him (which I expect to happen anyhow given the nature of the crime but he at least deserves a try). I'll have to inquire further if he's started the Interstate Compact process.. this is all so confusing to me with him doing his CA sentence in CO.

I'm confused too lol, I thought a California inmate paroles to California no matter where he does his time. The process of transferring his parole to Colorado should be approved based on the fact that he would be homeless if he were forced to parole in California- you want him to parole to Colorado, right?

Default Unfortunatly....

Howdy partner,

Unfortunatly the problem he is having is the problem that many inmates/parolees expierence when it comes to thier parole plans. I myself had this problem. Origonally my parole was sent to the county where my Mother resides and which was my county of last ressidence at the time I committed the origonal offense. However, parole officails found it nessicary to take my parole and send it all the way down to an unfamilliar area where I had nothing, knew nobody, had no means of support, no place to live, and not even a pot to piss in. They claimed I couldn't live with my Mother because it was too close to where my victom, who is a police officer, lives. Neither would they allow me to return to my home state of Hawai'i desspite the fact that I had a job and an address and all that other good stuff they want you to have set up if you are going to transfer out of state. Bassically they wanted me to remain in the one area where I had nothing. Zero. Zip. My advice to you is to tell him to start fighting it. Start filing 602's and making calls to parole unit supervisors, the inner state conpact unit, district adminisstrators, director of corrections, and anybody that could have a say in this matter. I really don't know anything about it but was under the impression there are halfway houses available if a parolee doesn't have a place to go. Is that wrong?

I do know that my nephew will not be allowed to leave CA until his restitution is paid.

Some counties have halfway houses, most don't. In almost all cases a parolee who is homeless is told to go to a homeless shelter. If they completed an in prison substance abuse program they can get up to 6 months of SASCA funding which will provide for a drug treatment program or a sober living house. As far as restitution, there is NO federal interstate compact requirement that restitution has to be paid before an parolee can transfer to another state, from what I understand that is unique to California and you might be able to challenge it- or see if you could go back to the sentencing judge and ask them to set aside the restitution so that he can transfer out of state

What would happen for someone who is serving time in illinois but doesn't have a placement address in illinois for their release? would they allow them to stay in a half way house or just keep them for the rest of their sentence?
