Can an inmate parole to their own place?

My friend will be paroling towards the end of this year. He may not have anywhere to parole to as his grandmother may not be able to take him. which is his first choice to put on a parole plan. I really don't know much about the whole process. i plan to have him an apartment set up for him to parole to. He will be a registered sex offender and on 90 day house arrest. Can this be done??? how many months prior to his parole date would everything need to be set up to get approved?? We are having trouble finding information.
