Not sure what to think about that. Using tax dollars to encourage alternative sources of energy and to keep garbage out of the dumps is OK with me but it should be done in a straight forward way. The way they are funding this sends the money through to many pockets before it actually leaves government. It would be better to force Consumers power to purchase the energy to lessen the amount of coal and oil they are burning. If the prison needs more power than they can produce with their own power plant they should just buy it from Consumers Power like everyone else. And since Consumers is suppose to be a not for profit they need to cap the wages and bonuses of the people running the show (same for Blue Cross).
