Transfer between States? Florida to Ohio

My Dad is in prison at calhoun C.I in Bluntstown FL. I live in Ohio. I was wondering how would i go about getting him trasferred here? I have heard that if there is a blood relative within so many miles they are allowed to transfer him. The only problem is, is that it is not his name on my birth certificate. I am confused and dont even know where to start with this, but its very costly and time consuming to visit him and i am not able to afford it often. Any advice would be very helpful!!!!!!!
