Notice to new members intending to register - from January 9th 2012

Please be aware that, due to difficulties arising from issues with Yahoo and AOL, we have changed our registration requirements.

Whoops, one of three. Not sure where I got the five. When my pc crashed I lost a lot of research but this was one place I got it from. Its a little old so I may have had a newer source . But from this one only Ohio, Florida and Mississippi require all to serve 85%.
