Due Process Violation

Hello. I need to know who to contact regarding Due Process Violations at the NC Parole Commission. I've been getting the run-around on the telephone these last couple of weeks as everyone is 'conveniently' ignoring the undeniable fact that they have not adhered to their own legal process and procedures and therefore have violated my boyfriend's rights clearly stated in the NCGS and according to the Constitution (Under both the Fifth and Fourteenth Amendments to the U.S. Constitution, neither the federal government nor state governments may deprive any person “of life, liberty, or property without due process of law.”). I have been researching for months and the more I learn the more disgusted I become with how crooked these 'departments' really are... I am putting together various documents and a letter stating all of the Statutes that were violated and will be sending it out to the commission, I just want to ensure I am sending it to who I need to be sending it to.
