Phone calls, and FA unit, at Dartmouth Jail

My boyfriend just went into Dartmouth Jail, I have seen stuff on here about phone lists. Will he be able to call right away (I already set up the account), what's with the list thing. Also, when I called to get his inmate number they said he is in FA unit, this is not on the visitor schedule. I know he can't have visits for 3 weeks but the guy on the phone said something about it being a secure unit and administrative deciding when he'll be transferred, when I was trying to ask if this was just the unit cuz he was new, I didn't really get an answer out of him, does anyone know what FA unit is.
