Default Lovelock

I just have a couple of questions about Lovelock. Would you guys say it's pretty unique (in the sense that it is a place where even someone like OJ can be put in general population and be ok)?. It seems like the profile of the inmates is a little different (I'm not sure). I wander if most other states have their version of Lovelock. Thanks!

I was surprised that someone like OJ can be put in general population. So I was wandering if Lovelock is different than most other prisons, cause they would not put OJ in GP elsewhere.

Lovelock has three phases, each of them different in the amount of privileges offered. All inmates who come new to the prison start on phase 2, which has already a good amount of privileges like many hours of being allowed to stay out of the cell and some sports activities. The behavior of the prisoners there is quite relaxed and peaceful, at least compared to the behavior of those of a common maximum security prison. Most prisoners do their best to stay in their current phase (if it's the best one) or to reach a better phase by good behavior over several months. The best phase provides job opportunities (with a long waiting list) and education like college courses and is medium security, which makes it very attractive. Those who cause trouble get into a worse phase. It's a simple system, but it seems to work quite well, although of course there are also sometimes quarrels at Lovelock. But Lovelock is not meant for prisoners who are too violent or too much of a troublemaker. Those who are would either stay in the worst phase or get punished or even sent to another prison with worse conditions. But more likely they would not even reach Lovelock at all, so the mentioned things would just happen if the behavior of a once "well-behaving" prisoner changed for the worse.
