Default ANY info on Palestine Board

Hi! I ve posted this once before & didn't get any replies. I hopingnow with seeing so many YES' from this board I might get a few responses: I was told my hubby wld be under the Palestine Board..he is at Beto Unit in Tennesee Colony, Tx on a 6yr sentence for Agg Robbery. He comes up for parole in July of this yr. Im excited!! I kno the chances of him getting his 1st parole are unlikey but I will continue to have high hopes for the small chance that he may be one of the lucky ones. Ne ways just wondering if ne one else is under this parole board or has been in the past & if u have ne helpful info or stats on them plz share? Or if you kno where I can go look up more info on the parole board...I will appreciate ne insight u can give.

I wish you the best of luck! Another member, Firebrand, had this to say about the boards. Hopefully he will be along soon and can tell you where he got the information. Good luck!

Palestine is in a state of flux right now. Troy Fox was just recently named as the Commissioner to replace Paul Kiel when Paul went to San Antonio. Hensarling and Skyrme are certainly reasonable voters and I hold similar hopes for Troy give his past experience as Board Administrator. He should begin serving as a lead voter when his training is completed later this month...

Also, by the time he enters the review process, the revised guidelines will have begun to be used...current word is that they will start using them with IPO interviews from April on until the next revision...

Much of it is public information but I also worked for the agency for a number of years and know a number of the voters based upon those experiences. I also have routinely attended some of the BPP meetings that are open to the public and have cause to stay current with other changes to agency operations and staffing.

Basic Board Member and Commissioner bios are on the Board's website. Additionally, all of the agendas for the meetings subject to the Open Meetings provisions of the law are available in advance. You would be surprised how few people ever bother to attend those meetings...I've known some who have gone and were one of maybe two or three (if that many) who were in attendance.

The Board's website is linked off of the main TDCJ webpage.

The new static and dynamic factors are tweaks from the old worksheet that was being used. There are some changes that affect solely the males and some that affect solely the females, most notably in the current age (recognizing differences in age brackets as they relate to rates of recidivism). There are also some other tweaks related to offense and a few other variables that could serve to change risk levels...

I do not know if they have posted them to their website yet...I do know that some copies from the February Board meeting have shown up on a couple of units though.

Public information perhaps but that doesn't keep the parole division from refusing to disclose. In response to a request of mine they filed a request for an opinion from the AG claiming that blank parole scoring forms related to DWI were statutorily excepted as public information. It was a pathetically lame attempt on their part and the AG opinion they received in response echoed my own letter to the AG almost word for word. What the parole division has done in response to the AG opinion that they "may not withhold" the forms (Parole Guildelines and Decision Summary Form, Risk Item Factors and the Supplumental DWI Risk Assessment Factors and Scale) was to ignore the opinion and continue to ignore me.

The 2011 documents were probably the ones associated with the TCU screening form that could actually be downloaded from TCU's website (yes, the college). I know they had done some of the forms that were being used in the past year or so that are referenced in some of the policies related to the Board's FI-6 DWI program voting option (I don't have that policy right in front of me so I forget the effective date of the Board Policy/Directive).

That being said...the stonewalling doesn't surprise me for the simple fact that they (TDCJ) know few people are willing to push for litigation to enforce the letter opinions from the OAG as they relate to the release of records. However, another rather effective backdoor is to get back in touch with the OAG staff attorney who signed off on the Opinion...I have had to do that in a couple of cases and usually had materials from an agency (not TDCJ) within a few days.

The new instrument is something that literally is new within the past month. Also, now that IPO's fall under the Board's umbrella rather than the Parole Division, it may be worth revisiting your requests for documents under the TPIA...

My hubby is at Coffield also under the Palestine board. He said lots of guys are getting paroled from there as well. I have a friend whose husband got out after 20 years (on a 40 year sentence) so even tho I'm trying to not get my hopes up, its hard not to.

Do you have knowledge of where to find details of the DWI supplemental risk assessment the board will be using?

Mine is at boyd and his mom just emailed me the other day telling me people are parolling from there in droves. including agg offenders. I have my hopes up that he'll be out in no more than 2 years, thanks to my faith. his first time up is in january and he's served almost 9 of a 20 year sentence. Can't wait to see his precious face outside of those walls.
