Marriage in mental facility? Cute way for her to ask him to marry her?

Heyyy everyonee =). Since my sister doesn't have one of these she wants me to ask yall a few questions... She's in the same position as me (man locked up)..

1. She wants to know how could her and her guy get married if possible? (he's in a mental institution trying to come home)

2. If not possible how could she ask him with it being real and not fake? Papers, court etc.

3. What's a cute sweet surprising way to ask her guy to marry her?

4. How could they make it "official" if its not possible while he's in there?
