Some city council members in Rapid City are concerned that the Pennington County sheriff has placed some non-work-release prisoners at a work-release center in a residential area.

Jail overcrowding has worsened the past several years, forcing Sheriff Don Holloway to find other places for general inmates. He has put some of them at the Adams Street work release facility.

But Tom Johnson, a council member, says he doesn't think the sheriff has the authority to do that.

The sheriff says he thinks the law allows him to house general prisoners at the work-release facility. The county also has placed 215 inmates at the Meade County Jail, eleven in Lawrence County and 13 in Minnehaha County since May.
